RICHMOND, VA — Virginia House of Delegates Speaker William J. Howell issued the following statement Tuesday on the passing of Delegate Franklin P. Hall.

“I served with Frank in the House for many years. He was an easy going guy with a big smile and friendly demeanor. He loved serving in the House of Delegates and was respected by his colleagues on both sides of the aisle. Cessie and I share our condolences and offer our prayers to the Hall family during this difficult time.”
