Virginia House of Delegates Majority Leader-designee Terry Kilgore Announces Staff Assignments

Virginia House of Delegates Majority Leader-Designee Terry Kilgore today announced changes to his staff that reflect his continuing commitment to supporting Southwest Virginia’s priorities and to engaging with Members of the Republican Majority to advance the interests of the Commonwealth and its people.

“In November, Republicans in the Commonwealth worked together to mount an incredible victory for business and jobs growth, for public safety, and for parents and students in Virginia,” said Majority Leader-designee Kilgore. “Looking ahead to the 2022 legislative session, the Republican Majority in the Virginia House of Delegates will work closely with Governor-elect Glenn Youngkin to build on that momentum and enact policies that support prosperity, security, and education across the state. Our success depends in no small part on the men and women serving Virginia as staff for Members of the House of Delegates. I’m excited to have built a team with deep roots in Southwest Virginia and an even deeper commitment to the Commonwealth.”

Bess Preddy Toole is serving as Chief of Staff. Prior to leading Majority Leader-designee Kilgore’s team, Bess managed public affairs and political campaigns at Richmond-based political and media consulting firm POOLHOUSE. At the firm, Bess most recently assisted on Governor-Elect Glenn Youngkin’s historic victory and led efforts on key House of Delegate races that re-established the Republican majority. Bess has a wealth of experience in Virginia politics, including working in the Virginia House of Delegates and on state-wide political campaigns across the Commonwealth.

Farahn Morgan will serve as Communications Director. Farahn had been working as an independent communications consultant and media relations advisor. Previously, she served as an account executive at Javelin DC, representing public relations clients across sectors and industries. In 2017, she served as Special Assistant to the Assistant Secretary in the U.S. Department of State’s Bureau of Economic and Business Affairs. Prior to that, she served as Communications Director for U.S. Representatives Rob Wittman (VA-1) and Jack Bergman (MI-1).

Hayley Allison is serving as Legislative and District Director. Hayley brings a wealth of institutional knowledge and experience to her role as she enters her 6th legislative session as a staff member, most recently serving as Legislative Director for the late Virginia Senator Ben Chafin. A lifelong resident of Southwest Virginia, Hayley has worked on numerous political campaigns across Virginia. In addition to her duties as Legislative and District Director for Team Kilgore, Hayley also serves as the Director of Advancement at the Appalachian School of Law.
