Note: This calculator reflects Dominion Energy Virginia Schedule 1 – Residential Service rates as of January 2026. The riders highlighted above are charges Dominion Energy is required by Virginia law to collect — primarily under the Virginia Clean Economy Act (VCEA), passed by the General Assembly in 2020. Dominion does not set these charges; they are mandated by the SCC pursuant to legislation. "VCEA mandate" riders in the callout total are Riders E, CE, OSW, and RPS. Riders SNA, CCR, SMR, and GEN are shown but excluded from that total. The pending RGGI carbon tax shown in the annual figures above is not currently on your bill: it reflects Dominion's June 2026 petition to the SCC (Case No. 146975) to reinstate Rider RGGI under Virginia's 2020 carbon cap-and-trade law — a separate statute from the VCEA — at 1.3¢/kWh (full recovery) or 1.04¢/kWh under a proposed extended payment plan. That charge is pending SCC approval; if approved, Dominion estimates it would appear on bills around March 2027. It is excluded from all current-bill totals above.
