The riders highlighted above are charges Appalachian Power is required by Virginia law to collect — primarily under the Virginia Clean Economy Act (VCEA), passed by the General Assembly in 2020. APCo does not set these charges; they are mandated by the SCC pursuant to legislation. VCEA mandate riders in the callout total are Rider E-RAC (Environmental), Rider A.5 RPS Compliance, Rider A.5 PCAP Capacity, and Rider A.6 RPS Renewables. Results do not include state or local consumption taxes, utility taxes, or optional programs. APCo uses flat per-kWh rates with no seasonal or tiered usage brackets.
