Note: This calculator reflects Dominion Energy Virginia Schedule 1 – Residential Service rates in effect as of August 2026. The riders highlighted above are charges Dominion Energy is required by Virginia law to collect — primarily under the Virginia Clean Economy Act (VCEA), passed by the General Assembly in 2020. Dominion does not set these charges; they are mandated by the SCC pursuant to legislation. "VCEA mandate" riders in the callout total are Riders E, CE, OSW, and RPS. Riders SNA, CCR, SMR, GEN, and CERC are shown but excluded from that total, because those costs are not driven by the VCEA's renewable-generation requirements. The pending RGGI carbon tax shown in the annual figures above is not currently on your bill: it reflects Dominion's June 5, 2026 petition to the SCC (Case No. PUR-2026-00085) to reinstate Rider RGGI following Virginia's re-entry into the Regional Greenhouse Gas Initiative on July 1, 2026 — authorized by separate legislation from the VCEA — at 1.3¢/kWh (full recovery) or 1.04¢/kWh under a proposed two-year payment plan. Dominion is seeking roughly $1.18 billion in allowance costs and estimates the charge would appear on bills around March 2027. It is excluded from all current-bill totals above. Offshore wind cost note: the SCC approved the Coastal Virginia Offshore Wind project in 2022 at an estimated $9.8 billion. Dominion's October 2025 Rider OSW application put the forecast at $11.1 billion, and its July 31, 2026 quarterly update reported total project cost of roughly $11.65 billion with construction about 81% complete. Rider OSW recovers those costs from ratepayers. Results do not include county/city utility taxes, late charges, or optional programs.
